The PS3's primary CPU + all 7 SPEs is about equal to what the 3 CPUs the 360 has. Then the 360 GPU is straight up just plain more powerful than the PS3 GPU across the board.

Looks to me like it's way more powerful than the PS4's CPU, bearing in mind that's only in peak theoretical performance, and maybe as powerful as an i7 from 2014 (which is still pretty impressive). Perhaps what van der Leeuw meant is that a modern Cell with higher clocks, more cache, and more SPEs would be more powerful than current Intel chips.
